Building Blocks Partnerships are in-principle agreements between the Department of Education and kindergarten service providers. They set out how we co-invest in kindergarten infrastructure.
Our partners include local governments, the non-government early childhood sector, and large not-for-profit kinder providers. Investments made through these partnerships fund new kindergarten projects as well as expand existing buildings. This helps make sure there are enough kinder places to meet demand in local communities.
Kinder demand is identified through Kindergarten Infrastructure & Services Plans (KISPs). Both the Department and local governments agree on KISPs. These documents outline the supply of, and demand for, kinder places in a community in the coming years.
Agreed partnerships
Since 2021, the Victorian Government has entered 20 Building Blocks Partnerships. These partnerships are helping fund over a hundred new and expanded kindergartens, helping create thousands of new kinder places for children when and where they’re needed most.
The Victorian Government has provided up to $21.5 million to support 5 projects in the City of Ballarat. They will create up to 612 new kindergarten places in the local government area.

The Victorian Government has committed up to $19.74 million to support 6 projects in the City of Brimbank. They will create up to 649 new kindergarten places in the local government area.

The Victorian Government has committed up to $4.59 million to support 2 projects in Cardinia Shire. They will create up to 181 new kindergarten places in the local government area.

The Victorian Government has committed up to $78.11 million to support 10 projects in the City of Melton. They will create up to 2,251 new kindergarten places in the local government area.
